Operative Campaigns can design and execute advocacy for grassroots and grasstops, for local battles and in the Capitol. Our contacts and our networks have been developed over years and can be put to use whether you are interested in running for (and winning) political office, raise awareness on an issue, change or pass a law, or simply grow your business’ public profile.
Since 2013, Operative Campaigns has provided political consulting services to candidate campaigns, ballot measure committees, and independent expenditure efforts. Its principal and owner, Sean Donahoe, has an extensive background working on and managing political and issue campaigns throughout California and out of state for a variety of clients.
Sean served as founding staff to the California Cannabis Industry Association during its crucial first years. Travelling the state, hosting events, recruiting members, writing newsletters, public speaking, media relations, legislative programs, and local regulations - Sean is proud to have built up CCIA to what it is today. He currently sits on the City of Oakland’s Cannabis Regulatory Commission and on the Executive Committee of the Coalition for Cannabis Policy Reform.

Yes, this is a phrase that’s long on hype on short on definition. To be clear, Operative Campaigns regularly works with non-cannabis political clients but our focus is on the intersection between politics and the emerging cannabis industry.
